How should tax dollars be spent?
On February 17th the Pope is coming to nearby Juarez, Mexico. It's understandable that the people on that side of the border should expect some major expenses associated with security and such.
However, the expenditures here in El Paso may dwarf what Mexico is forking over for this event. Already we've been told all city, county and state offices are closing, most downtown streets are closed, the border highway is closed, schools are closed, the University is closed...and for what? The Pope is not in El Paso -- he's in Juarez. The council has approved over $1 million for this non-emergency event that I can't help thinking would not be spent if a similar head of any other religion from Islam to Satanism was appearing nearby.
The establishment clause of the constitution says:
It is "a limitation placed upon the United States Congress preventing it from passing legislation respecting an establishment of religion. The second half of the Establishment Clause inherently prohibits the government from preferring any one religion over another."
Methinks they've overstepped the boundaries of the law. Now they are being very careful so as to make every proclamation about expenditures being in the interest of "security" and never once mentioning religion, but still...

Well without getting into a religion argument (which seems to be almost impossible these days), I do agree that it seems a ridiculous waste of taxpayer money and I would be annoyed too. I don't understand how they can justify that expense when the Pope isn't there in El Paso. Why would you need extra security? Makes little sense.

Also, they are closing the roads along the border to automobile traffic but also prohibiting pedestrians from being there who might want to see the pope across the river.

It is entirely possible to work from home. We do it routinely after hours whenever there's a system problem. However, the Luddite who is my counterpart's boss with the client company asked, "How do we know people are REALLY working if they are allowed to work from home?" That's an attitude that should have vanished in the late 1980s.
Other departments are working from home but that presents a different challenge. There are 400 employees in this building and they have 250 licenses for the VPN software to allow people to work from home. In addition they have Citrix licenses, too, but not many. They couldn't accommodate everyone should they choose that route.
I told my staff what the plan was, but if they hit unbelievable traffic (500,000 expected downtown!) or couldn't get into a parking garage, then just head home.
